Payment for Trades Council Members Acting in Voluntary Capacity

This motion is due to be discussed on Monday 04 July between 05:50 PM and 07:30 PM.
Conference requests the incoming Executive Council to address the situation where trades council members, who are acting in an unpaid voluntary capacity as Board of Management members of individual Congress Network Centres, are exposed to financial liability and risk due to their role.
Conference calls on Congress to indemnify individual Congress Network Centre Board of Management members against personal liability, where due to changes in banking practice and FÁS funding arrangements they are now required to give personal bank guarantees to ensure continuing overdraft facilities and other funding arrangements to allow their centres to continue in operation.
This indemnity to be conditional on there being no wrongdoing, abuse of position or financial mismanagement by those board members in carrying out their roles in a Congress Network Centre.

Amendment :
At the end of the second paragraph add new sentence as follows;
“As part of the indemnity Congress will provide training for these Boards of Management at least twice yearly in respect of the their roles and responsibilities"
